Hanson <br />As shown on the attached sketch, an approximately 70'x52' irregular shaped infiltration pond is proposed to be <br />constructed at the intersection of the landowners (Schmidt, Kerr, and Sprosty) properties. This infiltration pond will <br />collect surface storm water from along Keller Parkway as well as these and adjoining properties and hold it until it can <br />infiltrate into the ground. Currently, there is no controlled place for this storm water to go except flood these landowners <br />properties. <br />An infiltration pond of this same size was located on the Kerr property prior to their new house being constructed. The <br />pond was identified in both the City's and the Ramsey Washington Metro Watershed District's review and approval of <br />their filling and grading permit. However, the pond's purpose and use were unknown to either of us. We have since <br />determined that there were drain tiles draining into the old pond. These drain tiles drained the surrounding low areas. <br />To help resolve this problem, the city is proposing to excavate and grade the excavated material on site in accordance with <br />the attached sketch. The three landowners will apply grass seed over all exposed areas, remove all silt fence once turf is <br />established, and maintain the infiltration pond in its constructed state. <br />The estimated cost for the city to excavate and grade the area is approximately $1,500. If we can borrow an excavator <br />from another city we may be able to reduce this cost further. Also, we are negotiating with the Ramsey Washington <br />Watershed District to participate in this project which will lower our cost further. <br />We are developing an agreement for these landowners. It is being reviewed by the City Attorney and will be available at <br />the Council Meeting. <br />It is my recommendation that the City Council authorize staff to excavate and grade this infiltration pond subject <br />to execution of an agreement with the impacted landowners. <br />cc: William J.
