Hanson <br />Email: cityhall @ci.little - canada.mn.us <br />MEMORANDUM <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: December 15, 2000 <br />RE: Rush Line Task Force Joint Powers Agreement <br />On April 12, 2000, the Council approved the City's participation in the Rush Line Task Force <br />Joint Powers Agreement "if it appears that the project will move forward." On December 131x', <br />Council Member Scalze and I attended a workshop on this topic in White Bear Lake. While the <br />long -term nature of transit improvements is still uncertain, this group is moving forward with <br />efforts to enhance transportation options within the corridor. The nature of these improvements <br />focuses on new transit centers in White Bear Lake and Forest Lake, expansion of park and ride <br />or park and pool lots in North Branch and Maplewood along Highway 61, expansion of the <br />Maplewood Mall Transit Center, and building bus shoulders on Highway 61. These efforts are <br />also coordinated with the Sector 2 Transit Study to be implemented by the Metropolitan Transit <br />Authority. (If you are interested in a detailed copy of the interim transit improvements report, <br />please let me know and I can provide it to you.) <br />Specific impact of these improvements on Little Canada appears to be negligible. However, we <br />have continued to be involved in this organization to ensure our community's interests are <br />addressed as planning moves forward. We have not yet formally become a member of the Joint <br />Powers Board. <br />The Rush Line Corridor Task Force has a December 31, 2000 deadline to joint its committee. <br />The financial risk in joining this group is minimal in that there needs to be a unanimous vote by <br />all participants to enact any budget. Given the still unclear impact on Little Canada of a potential <br />project, I would like the Council to clarify its intent regarding our involvement in this <br />organization. Given that we have been attending the majority of these meetings, I see little <br />downside in our formally joining the task force.
