Revised 12/06/00 <br />205. SANITARY SEWER SYSTEM <br />205.010. GENERAL OPERATION. The entire municipal sanitary system shall be operated <br />as a public utility and convenience from which revenues will be derived, subject to the provisions <br />of this section. <br />205.020. CONNECTIONS WITH SEWER REQUIRED. Any buildings used for human <br />habitation or for human occupancy, including all business buildings, unless specifically exempted <br />by the City Council on the grounds that no human beings occupy or use such buildings and no <br />sewage wastes are generated therein, located on property adjacent to a sewer main, or in a block <br />through which the system extends, shall be connected to the municipal sanitary sewer system within <br />one (1) year from the time a connection is available to any such property. <br />All buildings hereafter constructed within the City on property adjacent to a sewer main or <br />in a block through which the system extends, shall be provided with a connection to the municipal <br />sanitary system for the disposal of all human wastes. <br />205.030. SUPERVISION. The Plumbing City Inspector working under the direction of the <br />Public Works Director shall supervise all house sewer connections made to the municipal sanitary <br />sewer system and all excavations for the purpose of installing or repairing the same. <br />205.040. PERMITS, LICENSES, FEES, BOND AND INSURANCE. <br />(1) Any person desiring to make connection to the municipal sanitary sewer system shall <br />apply to the City for a permit for such connection. The application shall be submitted on blanks <br />firmished by the City Administrator and shall be accompanied by plans, specifications and such other <br />information as the Administrator requires, together with a permit and inspection fee as determined <br />by the Council. All costs and expenses incident to the installation and connection shall be borne by <br />the owner and the owner shall indemnify the City for any loss or damage that may, directly or <br />indirectly, be occasioned by the installation of the sewer connection including restoring streets and <br />street surfaces. All persons connecting to the municipal sanitary sewer system shall pay a sewer <br />availability charge (SAC) prior to connection in an amount determined by City Council resolution. <br />Any person, firm or corporation who shall commence work of any kind for which a permit <br />is required under this ordinance, without first having received the necessary permit therefor, shall, <br />when subsequently securing such peunit, be required to pay double the fees provided by this Code <br />for such permit and shall be subject to all the penal provisions of this Code. <br />(2) Permits shall only be issued when the applications show that the work is to be done <br />by persons, firms or corporations (other than the owner- occupant of residential property) who have <br />been duly licensed by the City to engage in the business of sewer installation within the City, who <br />have paid the required fee and have filed the bonds and insurance certificates required under this <br />Page 92 <br />
