MINUTES
Parks & Recreation Commission
November 2, 2000
that Lakeside Apartments would prefer concrete in this area. Sanders stated that concrete
could be used for the walkway along the road and asphalt could be used for the meandering
path down by Round Lake.
Schabacher recommended that concrete be used for the walkway on the south side of Little
Canada Road between Lakeside Apartments and Market Place Drive.
Motion seconded by Gray.
Motion carried 6 — 0.
The Commission felt that monuments and bollards should be the priority for funding.
Optional items would include benches, planters, trash receptacles, and ornamental railings.
CIP BUDGET The City Administrator stated that there were some changes to the Commission's budget
recommendations. Staff decided that a T21 grant should be applied for to pay for all of the
trail connections instead of spreading out the funding over several years. It's unsure if the
City will receive this funding, but staff felt that we should try. Funding for these connections
was moved to 2004.
The Jackson Street park funding was also changed. In 2001, grading, excavating, drainage,
sodding, and planting will be funded. In 2002, the trails, concrete walk, bridge, basketball
court, and gazebo will be installed. In 2003, the play area will be constructed. Donations
may be obtained to help fund the play area. In this case, the play area may be able to be
finished earlier.
The City Administrator stated that $10,000 for a graded, gravel trail connection from Jackson
Street to the Water Works property was left in the 2001 budget. It was felt that this
connection was very urgent due to the hazardous grade. Sanders felt that a detailed survey
should be taken of the area prior to completing the connection.
Gray recommended that staff proceed with ordering a detailed survey for the trail
connection from Jackson Street to the Water Works Trail.
Motion seconded by Schabacher.
Motion carried 6 — 0.
The City Administrator stated that he would like to have the Commission's recommendation
on how to proceed with acquiring land to complete the City's trail system. Anderson felt that
City staff should talk to individual landowners first and then hold public meetings. Staff
could begin with the easiest targets first or ones where timing is essential such as NSP and
Masterpiece Homes.
Page 39
