MAYOR
Michael I. Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
515 Little Canada Road, Little Canada, MN 55117-1600 ADMINISTRATOR
(651) 484 -2177 / FAX: (651) 484 -4538 Joel R. Hanson
Email: cityhall @ci.little - canada.mn.us
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Greg Schroeder, Public Works Director
DATE: November 3, 2000
RE: Telephone Dialers for Lift Station
Our current sanitary and storm water lift stations have a flashing red light and horn to signal an
alarm when there is something wrong with the station (ie. pump has failed, high water level, low
water level, etc.). With this type of warning system the city is relying on the station neighbors to
let us know when a station is having problems.
There have been instances in the past where we have responded to a lift station alarm late at
night and just gotten there before sewage is backing up into someone's house. The solution was
to install telephone dialers in our lift stations that would call the on -call public works employee
as soon as a problem is identified. Unfortunately, the cost for the telephone line to these stations
was very costly, thus ruling out this solution.
Do to our city's access to the state centrix telephone system, the cost of the telephone lines to our
sanitary and storm sewer lift station has been greatly reduced making an automatic dialer system
feasible. The monthly cost for the telephone lines to each station is $14.20, resulting in a total
annual line cost of $1,193 (a fraction of what Qwest would charge us.) The estimated cost to
purchase and install dialers at our 7 lift stations is $4,000.
We also evaluated the possibility of using the fiber optic system installed as part of our cable
television franchise renewal. However, this was not feasible due to the costs of installing the
fiber to our lift station.
These dialers are budgeted in the 2001 water and sewer replacement fund budget. However, it is
recommended that the City Council authorize staff to proceed with the purchase and
installation of these dialers in our lift station this year.
EI:`JessicaJ\Aeenda \October 20 \lilt station dialers.doc
Page 44
