Hanson <br />Email: cityhall @ci little - canada.mn.us <br />MEMORANDUM <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Greg Schroeder, Public Works Director <br />DATE: October 19, 2000 <br />RE: Joe Peters Filling and Grading Permit <br />Mr. Joe Peters at 3020 Centerville Road is requesting a filling and grading permit to enable him to provide the <br />required fill for the footings of this building and enable the property to drain properly (see attached sketch). <br />Mr. Peters drawings indicate that he is proposing to install a 12" PVC Storm Sewer along the east side of his <br />property. This will allow him to place the required fill on his buildings footings and also enable the adjoining <br />property to the south to drain. His drawings also show that he is extending the two 30" PVC pipes from the <br />Pitrina Park Terrace detention pond through his property. This will greatly improve the flow characteristics of <br />the water from the detention pond by aligning these culverts with the existing ditch. Further, this will allow him <br />to place the required fill on the footings of his building. As part of the 30" PVC pipe installation Mr. Peters is <br />installing 2" thick sheets of rigid installation under the 30" PVC pipe where they cross over our water main. <br />This installation will provide much needed freezing protection for our water main. <br />Based on the above work and my discussions with Mr. Peters, it was concluded that the total fill needed to <br />accomplish the above work is estimated to be approximately 195 cubic yards. Further, that approximately 100 <br />cubic yards of this 195 cubic yards will be needed to extend the 30" PVC culverts over our water main. As <br />indicated above the installation of the insulation and fill material will greatly reduce the freezing potential of the <br />cities water main at this location. When Pitrina Park was developed and the detention pond was constructed the <br />outlet for the detention pond resulted in a ditch being constructed over our water line. This ditch reduced the <br />earth cover over our water line to about 3 feet, greatly increasing the freezing potential of this water main. <br />Based on my review of Mr. Peters drawings and a site inspection, it can be concluded that this project will <br />improve the drainage patterns in this area. It can also be concluded that Mr. Peters project will provide freezing <br />protection for our city water main. Therefore, I recommend Council approval of Mr. Peters greatly needed <br />filling and grading permit and based on the benefit to the city from his project, recommend we waive all <br />filling and grading permit fees and authorizing him to proceed with his project subject to obtaining all <br />other permits and approval. <br />\ \CLCSRVO I \HOM E'Jessicai\Agenda \October 20\JoePeters tilling and <br />Page 45 <br />
