Mayor & City Council <br />October 20, 2000 <br />Page 3 <br />my intent to have a revised development agreement presented to the Council by no later than <br />November 8, 2000. <br />I believe this concept is a way to address the concerns the City has relative to our obligations <br />associated with our tax increment bonds for this project. I also feel it is reasonable from the <br />developer's perspective in that it minimizes any outlays he would have to make to achieve the <br />original development agreement's desired outcome. <br />Another issue for your consideration relates to a possible change in the building proposed for the <br />Phase II development property. I have attached three pages of sketches that Mr. Biagini has <br />prepared representing a proposed building for Simon Delivers.Com. This building totals 16,515 <br />square feet versus the 12,000 square foot building originally contemplated. Its usage is for a <br />grocery delivery service. You will note that it consists of 80% warehouse space. (The previous <br />building was 50% office and 50% warehouse.) In discussing this matter with the City Planner, <br />this use complies with our zoning ordinance, but deviates from other buildings in this area. (Mr. <br />Biagini may contact you over the weekend to discuss this concept in greater detail.) He will be <br />present at Wednesday's meeting to review this possibility as well as comment on the <br />development agreement revisions. <br />I would recommend we pursue the concept of the development agreement amendment as <br />outlined.
