PROPOSED CITY OF LI 1 1'LE CANADA GUIDELINES FOR 10% GAMBLING COMMITTEE Funding Decision Parameters: • Items to be purchased should meet a definite need of the City and not be frivolous in nature. • Recurring purchases should not be allowed unless they can be readily eliminated if this source of funding no longer exists or if priorities change. Recurring expenditures not meeting this guideline would create the potential for dependency on the 10% funds and should not be provided for irrespective of gambling funds. • Purchases should be for items the City would not normally levy for yet would be of benefit to residents by enhancing services and/or facilities. (This guideline would be based on a determination that funding would not occur in a "tight" budget year.) • An exception to the above parameters is that 50% of 10% funds will be allocated for funding the Parks & Recreation Budget as a reimbursement for eligible expenses in the previous budget year(s). Should 10% funding sources no longer exist, or priorities change, this provision can be eliminated by City Council action. Composition of the 10% Committee 2 City Council Members 1 Planning Commission Member 1 Parks & Recreation Commissioner 1 Community Pride Member 3 Citizens -At -Large City Administrator Public Works Director Parks & Rec. Director Fire Chief Appointments are to be made by the Mayor and ratified by the City Council. Ranking of Expenditure Requests Solicitations for items to be included on the 10% fund list shall be made once per calendar year. At a minimum, solicitation notices will be sent to: Mayor and Members of the City Council, Community Pride Committee, Planning Commission, Parks & Recreation Commission, Canadian Days Committee, Little Canada Recreation Association, Little Canada Historical Society, 55+ Club, Little Page 28
