N
MEMORANDUM
NORTHWEST ASSOCIATED CONSULTANTS
COMMUNITY PLANNING - DESIGN - MARKET RESEARCH
TO: Little Canada Planning Commission
FROM: Stephen Grittman
DATE: September 12, 2000
RE: Little Canada - Suburban Auto Building Expansion - Variances
FILE NO: 758.09 - 00.24
Background
Mr. Dennis O'Connell has submitted requests for variances which would permit the
expansion of an existing building at Country Drive and. South Owasso Boulevard. The
existing building is a remodeled metal building which was refinished with a stucco exterior
a few years ago. The applicant is seeking variances from the limitation on the use of
stucco, the prohibition of pole -type construction, and a side yard setback requirement of
15 feet. With regard to the setback, the applicant wishes to construct the addition along
the line of the 5 foot setback of the existing building.
The zoning ordinance permits a one -time expansion of metal buildings in the Industrial
Park district of up to 25 percent of the floor area. This one -time exclusion was used by
Suburban in 1994. As such, all further expansions are to be in compliance with the
building materials standards of the zoning. district - masonry exteriors with no more than
25 % use of stucco or metal.
Analysis
The proposed addition would encompass 2,700 square feet of area, much of which is
currently being used for non - conforming outdoor storage. The applicant has indicated that
the addition will house a new paint booth facility and paint mixing room which would
eliminate the need to use an existing system in which these areas are separated. The
applicant states that OSHA has recommended this change, and has provided a grant to
help accomplish it. The expansion to accommodate the new facility would result in a more
conforming condition by eliminating a portion of the outdoor storage and reducing air
5775 WAYZATA BOULEVARD, 3
Page 34
PHONE 6 12 -59 - 595-9837
5 PARK.
