Hanson <br />Email: cityhall @ci.little - canada.mn.us <br />MEMORANDUM <br />TO: Mayor Fahey and Members of the City Council <br />FROM: Kathy Glanzer, Deputy Clerk <br />DATE: September 6, 2000 <br />RE: Truth In Taxation Hearing <br />Attached is a calendar showing the dates available for scheduling the City's Truth In <br />Taxation Hearing. The time period we have to work with is November 29th through <br />December 20th. The dates crossed out on the calendar are not available since the County, <br />School Districts, and Metro Joint District hearings have already been scheduled for those <br />dates. <br />The Council must schedule a Truth In Taxation Hearing. However, a continuation <br />hearing is not mandatory. Should the Truth In Taxation Hearing be scheduled on or after <br />December 14th, there would not be adequate time to schedule a continuation hearing and <br />still meet publication deadlines. If a continuation hearing is scheduled, but becomes <br />unnecessary, the Council is not bound to hold that hearing. <br />Adoption of the 2001 Budget cannot occur at the Truth In Taxation Hearing. The City is <br />required to hold a separate public hearing for this purpose. That hearing must be held <br />one or more days after the Truth In Taxation Hearing (or immediately following the <br />continuation hearing if one is held), but no later than December 27th. Certification of the <br />final Budget must be made to the County immediately after adoption of the Budget. <br />It would be my recommendation that the City's Truth In Taxation hearing be scheduled <br />for Monday, December 4th, at 7 p.m. I would further recommend that adoption of the <br />2001 Budget occur at the December regular Council meeting. As has been past practice <br />of the Council to hold only one regular meeting in December, I would further recommend <br />that meeting be held on Wednesday, December 20th, with the December 13th and 27th <br />meetings to be cancelled. <br />Page 47 <br />
