MAYOR
Michael L Fahey
COUNCIL
Beverly Scalze
Jim LaVaile
Steve Morelan
Bob Pedersen
515 Little Canada Road, Little Canada, MN 55117 -1600 ADMINISTRATOR
(651) 484 -2177 / FAX: (651) 484 -4538 Joel R. Hanson
Email: cityhall @ci.little - canada.mn.us
MEMORANDUM
TO: Mayor Fahey and Members of the City Council
FROM: Joel R. Hanson, City Administrator
DATE: August 18, 2000
RE: Transit Hub Agreement and Change -Order
Attached is the revised Joint Powers Agreement between the Metropolitan Council and
the City of Little Canada for construction of a transit hub on First Bank Drive. The first
paragraph of page 8 contains the new language that allows us to relocate this facility.
The current location will remain for three years. We are required to give six months
notice prior to relocation. The City will pay the costs of relocating streetlights, planters,
and any necessary street improvements. (Given that relocation would be associated with
a redevelopment project, these costs should be minimal in that upgrades should have
already occurred for street lighting and road improvements.) The Metropolitan Council
will pay the costs to relocate their shelters. Staff recommends approval as presented.
The Metropolitan Council staff is currently negotiating a change order with our
contractor to install these improvements. Subject to satisfactory pricing, I have been
assured this will be ready for Wednesday's meeting. We have made it clear to Met
Council staff that this change order cannot negatively impact our project in terms of
price, scheduling, and completion date. Due to the Metropolitan Council's need to
proceed with this project this fall, I am prepared to recommend approval of their change -
order subject to these conditions and pursuant to the Joint Powers Agreement.
Page 132
