area in the front would consume more of the front yard. The applicant wishes to construct <br />a building which is only 34 feet wide, a very narrow dimension for industrial buildings. The <br />site would not appear to easily accommodate a different dimension. <br />The Zoning Ordinance lists a number of criteria for variances. One of these is that a <br />finding of hardship may be made when a lot of record is extraordinarily shallow. Another <br />relates to the granting of a variance to other properties in the district which are similarly <br />situated to the subject parcel. For both of these criteria, staff believes that the Stanke <br />project meets the requirements. The remainder of the side yards on this parcel would be <br />covered with gravel and used for outdoor storage in keeping with the applicant's <br />Conditional Use Permit approval. A landscaped screen of evergreen trees is proposed to <br />block the view of the storage area from Ryan Drive. The number of trees which are <br />proposed should provide an effective screen for the site. <br />Summary and Recommendation <br />The Stanke parcel is shallow in dimension, precluding a reasonably sized building, parking <br />areas, and compliance with all setback requirements. In addition, the applicant and the <br />neighboring property owner have been granted variances which allow for a five foot rear <br />setback based on the lot dimensions. Staff recommends approval of the proposed <br />variance for a building addition with a five foot rear setback based on findings that similar <br />variances have been granted in the past, and the shallowness of the lot makes it <br />impractical to comply with all of the setbacks of the 1 -1 Zoning District. This approval <br />should be conditioned on compliance with all other performance standards of the Zoning <br />Ordinance, as well as the Zoning Administrator's recommendations for outdoor storage <br />approval and other site zoning compliance issues. <br />cc: Kathy Glanzer <br />Greg Schmidt <br />Terry Maurer <br />Roger Stanke <br />Page 11 <br />
