Hanson, City Administrator
DATE: July 21, 2000
RE: Little Canada Road Update
I am extremely pleased to report that we have been able to finalize the agreement with
Ramsey County regarding the turn back of the roadway. (A copy is attached.) We were
successful in obtaining appropriate indemnification for any right -of -way issues that may
arise. I want to commend Tom Sweeney the City Attorney, Lee Elfering of Howard R.
Green, and Larry Feldhahn, Jim Tolaas, and Joe Peroutka of Ramsey County Public
Works for their invaluable assistance in resolving this matter.
A notice to proceed has been issued to Palda & Sons for the work as directed by the City
Council. The City Engineer is obtaining an up -to -date schedule of planned construction
activity. The contractor has assured the City Engineer that new pavement will be
installed this fall. (Our goal is by the end of September.) Boulevard restoration will not
occur this year. Sidewalk work, burying of the power lines, and installation of new
streetlights should all be done by this fall. No work will be done in Spooner Park until
after Canadian Days. We anticipate the contractor may start on the County Drive right -
turn lane and some of the other trail improvements while NSP undertakes their work on
Little Canada Road.
We have also been able to work with Ramsey County to reallocate their County State -Aid
Highway Funds to the "amenities" portion of the improvement. By doing so, we will be
able to use approximately $500,000 of our MSA funds on this project, thereby improving
the financial viability of the project. Ramsey County Public Works should be
commended for their assistance in this regard.
The Public Works Director and I met with representatives of Anchor Block. By using
concrete pavers instead of brick pavers it is estimated that we could save over $42,000 in
materials costs while still maintaining the quality of the project.
