MINUTES <br />CITY COUNCIL <br />JUNE 13, 2000 <br />*APPROVAL OF THE VOUCHERS <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Fahey, Pedersen, Morelan. <br />Nays (0). Resolution declared adopted. <br />STORM The Council reviewed the City Administrator's report dated. June 9, <br />SHELTER 2000 regarding the storm evacuation plan for North Star Estates <br />EVACUATION mobilehome park. The City Administrator indicated that the City can <br />PLAN — assist North Star Estates in making application for a community <br />NORTH STAR development block grant to help fund a storm shelter project within <br />ESTATES the park. Ramsey County has indicated that the City would have to own <br />the shelter, however, and then lease it back to North Star Estates. <br />Scalze pointed out that the issue of an on -site shelter was discussed a few <br />years ago and the concern was with displacing residents of the park to <br />make room for the storm shelter. The City Administrator indicated that <br />the park has been making some changes, and the impact of the shelter on <br />residents may have been minimized. <br />The City Administrator reported that while the grant application process is <br />being pursued, it would be his recommendation that the City approve <br />North Star's evacuation plan through March 31, 2001. This plan provides <br />the Old Fire Hall as an emergency shelter for the park. The Administrator <br />also pointed out the suggestion that the Old Fire Hall be opened at the time <br />a watch is declared in order to give residents more time to get to the <br />shelter before a storm. It was also suggested that the ownership of North <br />Star Estates reimburse the City for staff time in opening and staffing the <br />Old Fire Hall when it is used as a storm shelter. <br />Mrs. Scalze introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2000 -6- 149 — APRPOVING THE EVACUATION <br />PLAN FOR NORTH STAR ESTATES AS SUBMITTED THROUGH <br />MARCH 31, 2001 SUBJECT TO THEIR AGREEMENT TO <br />REIMBURSING THE CITY FOR OPENING AND STAFFING THE <br />OLD FIRE HALL DURING EACH STORM WATCH AT A RATE OF <br />$200 PER STORM EVENT, AND INSTRUCTING THE CITY <br />ADMINISTRATOR TO PROCEED WITH ASSISTING NORTH STAR <br />ESTATES TO PROCESS A COMMUNITY DEVELOPMENT BLOCK <br />GRANT APPLICATION FOR FUNDING FOR AN ON -SITE STORM <br />SHELTER <br />PAGE 2 <br />
