JUN -23 -2000 16:31 P.03/03 <br />Mr. Hanson <br />June 23, 2000 <br />Page two <br />average daily traffic for westbound and eastbound traffic was 4,300. In September of <br />1999 we determined the average daily traffic for northbound and southbound traffic on <br />Arcade Street to be 1,500. The volume of traffic on the two roads is not equal and <br />therefore warrant two is not met. Traffic data provided to us by Ramsey County and <br />counts measured in 1999 are not broken down into hourly data. Warrant three can not <br />be categorically discounted, however given the current ADT of only 1,500 can per day <br />on the minor street the current traffic data suggests that the warrant would not be met. <br />To undeniably discount warrant three a more detailed traffic analysis would be required. <br />We have called Ramsey County regarding the accident record for the intersection. We <br />will update the City regarding thls issue at next week's City Council meeting. <br />At this time current traffic data does not warrant an all way stop condition at the <br />Intersection of Labore Road and Arcade Street.
