MEMORANDUM
NORTHWEST ASSOCIATED CONSULTANTS
COMMUNITY PLANNING - DESIGN - MARKET RESEARCH
TO: Little Canada Planning Commission
FROM: Stephen Grittman
DATE: May 11, 2000
RE: Little Canada - Comprehensive Plan Amendments - Rice Street and
Little Canada Road Redevelopment Area
FILE NO: 758.10 - 00.07
Attached is a proposed amendment to the Development Guide portion of the
Comprehensive Plan, Appendix E. The text in the Appendix is intended to provide
clarification as to the allowances for housing within the district, zoned Planned Unit
Development. The amendment is structured to emphasize that the Development Guide
provides both design and land use direction for the district, that housing proposals which
are not consistent with the Guide will require an amendment to the Comprehensive Plan,
and that zoning approval will not be given where there is an inconsistency between a
housing proposal and the Plan text or maps.
As written, staff does not believe that amendments to the PUD zoning ordinance
controlling the district are necessary. By statute, the City is require to take zoning actions
which are consistent with its Comprehensive Plan. Since the Plan language, as amended,
should be clear as to land use, development layout, and housing style, it should not be
necessary to consider development proposals which are outside the parameters of the
Plan.
cc: Kathy Glanzer
5775 WAYZATA BOULEVARD, Sl
Page 47
PHONE 612-595-9636 FAX 6 IAIL NAC@ WINTERNET.COM
PARK, MINNESOTA 55416
