NMC <br />MEMORANDUM <br />NORTHWEST ASSOCIATED CONSULTANTS <br />COMMUNITY PLANNING - DESIGN - MARKET RESEARCH <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: June 6, 2000 <br />RE: Little Canada - Charter School Zoning - Text Amendment/CUP <br />FILE NO: 758.09 - 00.15 <br />Background <br />In May, the Planning Commission reviewed a request for a rezoning to accommodate a <br />school use at the Gervais Creek Professional Building, the site of the old Little Canada <br />Elementary School. The request was to rezone the property from R -B, Residential <br />Business Transition to P, Public. The school representatives had prepared a concept plan <br />for use of the site as a school. <br />The City Council expressed concern with the rezoning of the site, and discussed potential <br />for amending the R -B Zoning District to allow schools by Conditional Use Permit. One of <br />the primary concerns in this regard was the ability of the school district to put the property <br />to another public use if the charter school closes or vacates the property. The Council <br />tabled formal action on the request due to the absence of two of its members. <br />The applicant is pursuing the amendment to the R -B District and Conditional Use Permit <br />to accommodate consideration of both CUP and rezoning options at the upcoming City <br />Council meeting. <br />Land Use /Zoning <br />The issues relating to the proposed amendments fall into two primary categories.
