NMC MEMORANDUM NORTHWEST ASSOCIATED CONSULTANTS COMMUNITY PLANNING - DESIGN - MARKET RESEARCH TO: Little Canada Planning Commission FROM: Stephen Grittman DATE: June 6, 2000 RE: Little Canada - Charter School Zoning - Text Amendment/CUP FILE NO: 758.09 - 00.15 Background In May, the Planning Commission reviewed a request for a rezoning to accommodate a school use at the Gervais Creek Professional Building, the site of the old Little Canada Elementary School. The request was to rezone the property from R -B, Residential Business Transition to P, Public. The school representatives had prepared a concept plan for use of the site as a school. The City Council expressed concern with the rezoning of the site, and discussed potential for amending the R -B Zoning District to allow schools by Conditional Use Permit. One of the primary concerns in this regard was the ability of the school district to put the property to another public use if the charter school closes or vacates the property. The Council tabled formal action on the request due to the absence of two of its members. The applicant is pursuing the amendment to the R -B District and Conditional Use Permit to accommodate consideration of both CUP and rezoning options at the upcoming City Council meeting. Land Use /Zoning The issues relating to the proposed amendments fall into two primary categories.
