The purpose of this Appendix is to highlight a number of important factors <br />relating to housing type and location within the Rice Street - Little Canada Road <br />Area. Because the Development Guide, which serves as the Comprehensive Plan <br />for the area, discusses several types of land use, this Appendix was prepared to <br />re- emphasize the City's understanding of the meaning of the Guide, and how the <br />various recommendations are to be read and understood by the City, the public, <br />and landowners. <br />The Guide Plan of the Development Guide contains several subsections which <br />relate to, or directly discuss, housing components of the redevelopment area. <br />It is important to note that among the Development Guide's many objectives, <br />commercial development and redevelopment is primary. Housing is introduced <br />as a complementary land use to support new business development, add variety <br />and life to the district, and provide for a mix of land uses as a means of <br />encouraging diverse building styles and levels of activity. <br />Much of the housing development discussed in the Development Guide is that <br />of second story residential units over first floor commercial space. With this in <br />mind, large -scale residential projects within the development area are not to be <br />located in the midst of the commercial area, but instead are located on the <br />periphery of the district. <br />The following objectives define the City's interpretation and application of the <br />Development Guide as it applies to land use decision- making in the Rice Street - <br />Little Canada Road Area: <br />Commercial Redevelopment is primary. Housing shall serve as a support <br />land use on second floors of two -story commercial buildings, and only at <br />the periphery of the district if built in larger, multi -story complexes. <br />The Concept Plan within the Guide Plan section of the Development <br />Guide is the best illustration of land use and site planning proposed <br />within the district. Land uses which depart radically from the concept <br />plan either in scale, arrangement, or location, shall require an <br />amendment to the Comprehensive Plan. <br />Senior housing is the preferred housing style in the district, particularly <br />in any larger complexes which may be developed. Since senior housing <br />is much more sensitive to proximity to commercial services than family <br />housing, it is the intention of the City to preserve the bulk of the housing <br />supply within the redevelopment area for housing which is designed, <br />built, and reserved for senior occupancies. <br />Page E 2 <br />Page 50 <br />
