P.02'02 <br />NORTHWEST ASSOCIATED CONSULTANTS <br />COMMUNITY PLANNINO - DESIGN - MARKET RESEARCH <br />TO: Little Canada Mayor and City Council <br />FROM: Stephen Grittman <br />DATE: May 5, 2000 <br />RE: Little Canada - Amendments to the PUD District at Rice Street <br />and Little Canada Road <br />FILE NO: 758.10 - 00.07 <br />The Rice Street and little Canada Road area is currently zoned PUD, Planned Unit <br />Development to facilitate the redevelopment objectives of the Development Guide, an <br />amendment to the City's Comprehensive Plan. A portion of the plan anticipates that a <br />mixed -use commercial and housing land use plan will be sought, with an emphasis on <br />senior housing in the area. <br />Concern has been raised that there may be an inadequate tie between the control allowed <br />under the PUD Zoning District and the concepts proposed by the Development Guide. <br />Specifically, whereas the Guide discusses multiple family housing for seniors as a <br />component of the district, proposals have surfaced which would propose family housing, <br />such as general market apartments. <br />To ensure that the objectives of the Development Guide are carried out, staff is <br />considering possible amendments to both the Development Guide chapter of the <br />Comprehensive Plan, and to the Zoning Ordinance which establishes the PUD Zoning on <br />this area. There should be adequate information in the background materials to the <br />Development Guide to support more detailed housing recommendations. Staff will be <br />bringing specific amendments to the Planning Commission at its upcoming May 11 <br />meeting, and would request that the Council call for a public hearing for its second regular <br />meeting in May. <br />cc: Kathy Glanzer <br />5775 WAYZATA BOULEVARD, SUITE 555 ST.
