March 27, 2000 <br />Precision Landscape & Tree, Inc. <br />942 East County Road D <br />Little Canada, MN 55109 <br />City of Little Canada <br />Planning Committee & City Council <br />515 Little Canada Road <br />Little Canaria, MN 55117 <br />To Whom It May Concern: <br />Precision Landscape & Tree, Inc. hereby request a Condition Use Permit and Variance to park <br />equipment owned by Precision Landscape and Tree on property located at Lake Owasso <br />Boulevard and Spruce Street, Little Canada, Property ID #062922240016 currently owned by <br />Richard Schreier d.b.a. Azure Property. <br />Precision Landscape and Tree, Inc. and the City of Little Canada are currently negotiating the <br />transfer /sale of subject property for the new business site for Precision Landscape and Tree, Inc. <br />However, the final closing on the property has been delayed because the seller is not in <br />agreement with certain provisions in the Purchase Agreement. The key provisions in question <br />are the related to environmental issues and property survey. Precision has received permission <br />from Azure Property to do a Phase I Environmental Study followed by a Phase II Environmental <br />Study if it is deemed necessary. <br />Precision Landscape & Tree is currently doing business at 2929 Country Drive, which was <br />acquired by the City of Little Canada for redevelopment purposes. Precision's operation must <br />vacate the premises at 2929 Country Drive effective April 1 creating a hardship for the business. <br />Precision has diligently searched for another industrial site to relocate its business, but to no <br />avail. Industrial property in today's thriving economy is not only scarce, but is also very over <br />priced. As a result, Precision Tree search in finding a suitable and financially feasible site for <br />relocation has been difficult and has imposed a financial strain on the business. <br />Therefore, Precision Landscape and Tree, Inc. respectively request consideration for Conditional <br />Use Permit and Variance to park its equipment on the property identified as 062922240016 <br />located at Owasso Blvd and Spruce Street, Little Canada, so it can continue doing business <br />without interruption and until such time all issues related to the proposed property have been <br />resolved and acquisition of said property has been accomplished. The proposed site plan <br />(attached) shows both existing and proposed screening, lighting, parking, etc. <br />Precision Landscape and Tree, Inc., a small family owned business, has been doing business in <br />the City of Little Canada since its inception in 1979 and has provided a quality service to the city <br />and community. Approval of the Condition Use Permit and Variance will allow Precision <br />Landscape and Tree, Inc. to continue to serve the community. <br />Thank you for your consideration. <br />Lawrence E.
