Hanson <br />Email: cityhall @ci.little - canada.mn.us <br />MEMORANDUM <br />TO: Mayor Fahey and Members of the City Council <br />FROM: Kathy Glanzer, Deputy Clerk <br />DATE: May 5, 2000 <br />RE: Amendment to the Code Relating to Business License Fees and <br />Adoption of Business License Fee Schedule <br />Currently there are many sections of the Municipal Code which provide for specific license fees. <br />Under this system, each time a license fee is changed the ordinance should be amended so that <br />when sections of the ordinance are requested by various parties, the current license fee is stated in <br />the ordinance. To provide for an easier method of keeping Codes current as well as tracking <br />appropriate license fees, staff is recommending that license fee changes be adopted by Council <br />resolution and that the Municipal Code be amended accordingly. <br />Attached is a proposed ordinance that would amend the various sections of the Municipal Code to <br />provide for this type of system. A chart is also attached providing a reference for each ordinance <br />section. City staff would recommend approval. <br />Also attached is a Business License Fee survey comparing various fees being charged by <br />surrounding cities, the City's current license fees, and some recommended changes. Three major <br />changes contemplated are as follows: <br />* Modifications to fee basis for Gasoline Filling Stations. With changes to dispensing <br />equipment, our old fee basis was not equitable among our licensees, i.e. one nozzle per <br />three grades of gasoline versus three nozzles for three grades. The attached chart depicts <br />the old and new fees per vendor. <br />* Increased cigarette license fees. This increase is based upon the fee survey and the <br />increase in staff time associated with monitoring/administration of mandatory testing. <br />* Increase fees for motor vehicle sales and repair. This is due to the added staff time <br />associated with code enforcement for these operations. <br />Staff recommends that the Council pass a resolution adopting the business license fees as <br />proposed. <br />If you have any questions, please contact me. <br />Page 79 <br />
