Mike Shanley <br />Subj: Law Enforcement Calls Related to Alcohol Establishments <br />Date: April 25, 2000 <br />In a twenty -five year career in law enforcement I have observed that the most serious calls police <br />handle are related to the consumption of alcohol and/or mood altering drugs. Consumption of <br />alcohol reduces inhibitions. This can often result in a subjects loss of respect for authority and at <br />times even civil disobedience. It is this effect of alcohol on normal people that has continually <br />increased insurance rates for alcohol establishments. <br />Due to safety concerns it is routine for the Sheriff's Department to require at least two squads to <br />be dispatched to any call at a liquor establishment. In addition, we require a report to be written <br />on all calls to liquor establishments regardless of nature; this is to keep a complete record of calls <br />for service and identify problems.
