MINUTES <br />City Council <br />April 26, 1989 <br />properties would be landlocked. <br />Collova felt that the properties should be assessed, pointing out that this <br />has been past City policy. <br />At this point, Fahey opened the meeting to comments from the public. <br />Oon Pierce, Iona Lane resident, was concerned with the drainaae and how <br />run -off will get to Round Lake. Pierce was also concerned who would pay <br />for storm sewer improvement. <br />The City Engineer reported that he is recommendina that storm sewer be <br />extended, and he is assuming that the cost would be borne by the developer. <br />Pierce asked the size storm sewer planned. <br />The City Engineer replied that he has not determined that detail as yet. <br />Pierce pointed out that the size storm sewer will determine the cost and size <br />- of the easement that is necessary. Pierce was also concerned that the developer <br />would build the retail center first, with run -off directed into the pond and <br />that storm sewer would not be extended until the residential area was developed. <br />Fahey pointed out that if the project is approved, it will be with the under- <br />standing that the entire development goes in at one time. <br />Pierce reported that there is some 24 inch pipe in the area, and Pierce felt <br />this was too small to handle the run -off. Pierce also stated that he wants <br />the storm sewer installed before the development i5 completed. <br />Fahey suggested that the plan will also require approval of the Watershed, and <br />the City Engineer agreed. Fahey stated that the project would be subject to <br />all these details being worked out. <br />Pierce felt the developer should he required to purchase the back lots of the <br />County Road C properties. Pierce was concerned that the rear lot line for <br />these lots be the same since there is a small drainage ditch in this area and <br />a drainage easement would be necessary along the back lot lines. <br />Collova pointed out that right now no lots splits are being requested for <br />those properties, and the Council can address that issue as the property is <br />divided. <br />The developer's engineer appeared before the Council and described how the <br />developer is proposing that the property will drain. The engineer pointed <br />out that how far the storm sewer is extended beyond the property will be <br />the decision of the City Engineer, and perhaps will be a City project. <br />Pierce again stated that a 24 inch pipe will not be adequate. <br />Fahey commented that the Council will take note of Mr. Pierce's concerns. <br />Page 151 <br />
