Mike Shan ley <br />Subject: Suggested Conditions for Pool/Billiard Hall Licensing <br />Date: April 11, 2000 <br />Properly operated, a pool or billiard hall can be an establishment that many different <br />people enjoy and a recreational asset to the community. However, without proper <br />controls, a pool or billiard hall can become blight and create law enforcement problems. <br />Past experience with these establishments has taught us valuable lessons. In order to <br />avoid problems, I suggest that the city consider adopting conditions in granting of a <br />license. These conditions should include the following: <br />1. No alcoholic beverages allowed on the premises. <br />2. No gambling, wagering or betting of any kind, or in any form. <br />3. To ensure adherence of curfew laws, juveniles must leave the establishment <br />30 minutes prior to their curfew to allow time for their transit. <br />4. No tobacco use by juvenile patrons. <br />5.
