BOB FLETCHER
RAMSEY COUNTY SHERIFF
14 W. Kellogg Boulevard
St. Paul, Minnesota 55102 -1648
Telephone: (651) 266 -9300
Telefacsimile: (651) 266 -9328
To: Kathy Glanzer
From: Lt. Mike Shan ley
Subject: Suggested Conditions for Pool/Billiard Hall Licensing
Date: April 11, 2000
Properly operated, a pool or billiard hall can be an establishment that many different
people enjoy and a recreational asset to the community. However, without proper
controls, a pool or billiard hall can become blight and create law enforcement problems.
Past experience with these establishments has taught us valuable lessons. In order to
avoid problems, I suggest that the city consider adopting conditions in granting of a
license. These conditions should include the following:
1. No alcoholic beverages allowed on the premises.
2. No gambling, wagering or betting of any kind, or in any form.
3. To ensure adherence of curfew laws, juveniles must leave the establishment
30 minutes prior to their curfew to allow time for their transit.
4. No tobacco use by juvenile patrons.
5. The owners /operators of these establishments must allow unrestricted access
to and maintain a good working relationship with the Sheriff's Department.
If a license is granted, the Sheriff's Department looks forward to working with the City of
Little Canada and the Pool/Billiard establishment to meet the public safety needs of the
city.
Page 78
ADULT DETENTION DIVISION (851) 266-9350 • CIVIL PROCE
ION (651) 481 -1317 • WARRANTS (651) 266 -9320
