Rush Line Corridor
March 21st, 2000
The Honorable Michael Fahey
Little Canada Mayor
2926 LaBore Road
Little Canada, MN 55109
Dear Mayor Fahey:
RECEEVED i.A 2 3 2000
665 Government Center West, 50 West Kellogg Boulevard
Saint Paul, Minnesota 55102
Phone: (651) 266-2762 Fax: (651) 266-2761
I am writing to request your participation in the Rush Line Corridor Task Force and your
adoption of the Joint Powers Agreement. The Rush Line Corridor follows State Trunk
Highway 61 from St. Paul north to Rush City. It is a fast growing corridor with
increasing congestion. This Corridor falls within your community.
Chisago, Ramsey, and Washington Counties have formed and created the Rush Line
Corridor Task Force. They have also created and signed a Joint Powers Agreement to
plan for mufti-modal transportation improvements and for related land use development
impacts along the corridor. Several other cities and townships are eligible to join.
Please be aware that a corridor study has just begun for the Rush Line and is fully
funded through a federal grant. Your community would not be asked for financial
contributions to participate in the Task Force or to sign the Joint Powers Agreement.
As mentioned, a corridor transit study is now underway. A key aspect of this study is to
evaluate interim transit improvements in the Corridor. The study may recommend a
variety of improvements, such as improved bus service, vanpool services, and park -and-
ride lots. The success of this study is dependent on the level of involvement and
interaction from the affected communities. Your participation in the Task Force is
important! Please consider joining the Task Force to represent the interests of your
community.
Enclosed is a summary of the Joint Powers Agreement, a copy of the Joint Powers
Agreement, and a sample resolution. If your community should choose to be a member
of the Task Force and sign the Joint Powers Agreement, please send the Agreement
with signature, resolution passed by your community and contact information for your
Page 101
Members include: Regional Rai _ D, Ramsey, Washington Counties
