JOINT POWERS AGREEMENT <br />ESTABLISHING THE <br />RUSH LINE CORRIDOR TASK FORCE <br />THIS AGREEMENT, is entered into by and between the undersigned Regional <br />Railroad Authorities, Cities and Townships, all being governmental units of the State <br />of Minnesota, pursuant to the authority contained in the Minn. Statutes §§471.59 and <br />398A.04, subd. 9. <br />RECITALS <br />WHEREAS, the Rush Line Corridor is defined as the North State Trunk Highway <br />61 transportation corridor from Rush City through St. Paul; and <br />WHEREAS, the Rush Line Corridor has significant transportation, safety and <br />land use issues; and <br />WHEREAS, there are opportunities for a variety of multi -modal transportation <br />improvements in the corridor, including highway improvements, commuter, light and <br />freight rail; multi use paths and Intelligent Transportation Systems (ITS); and <br />WHEREAS, such communities wish to collaboratively plan for multi -modal <br />transportation improvements to the corridor and for the related land use and <br />development impacts. <br />NOW, THEREFORE, in consideration of the mutual promises and benefits that <br />each party shall derive herefrom, the parties agree as follows: <br />Page 105 <br />
