Hanson
Email: cityhall @ci.little - canada.mn.us
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Greg Schroeder, Public Works Director
DATE: April 4, 2000
RE: Rice Street/South Owasso Boulevard Traffic Light
Ramsey County has revised the plans and specifications for a traffic signal at Rice Street and
South Owasso Boulevard to include a right -turn lane on South Owasso Boulevard. The new
traffic signal project will include emergency vehicle pre - emption as well as right -turn lanes on
Rice Street (see attached drawing).
The total project cost is estimated at $261,64695. Little Canada's current share is $46,653.78,
an increase of only $8,050 for the South Owasso Boulevard right -turn lane. Since South Owasso
Boulevard is a MSA designated road, the city's share would come from those funds.
I have reviewed the project plans and the attached maintenance and construction agreement. The
City Attorney has reviewed the Maintenance and Construction Agreement #PW2000 -02 and his
comments have been incorporated into the agreement. Based on the above, I recommend the
Council approve the plans and maintenance and construction agreement for the installation of the
Rice Street /South Owasso Boulevard traffic light and right -turn lane.
It should also be noted that the addition of the right -turn lane confines construction work within
our right -of -way. However, it does impact the way the A &W uses their property. I have met
with the owners to review this project and they understand its ramifications.
cc: Charles & Marie Haglund, A &W
\ \CLCSRV01 \ HOME \Krisl' \CORRESP\2000 \Traffic Li
Page 119
