Hanson <br />Based on the discussion at the last Council meeting, Jeff DeBace was contacted to <br />determine if he was interested in an exemption to the Organized Collection Ordinance <br />which would allow employees of refuse haulers to be able to dispose of their refuse at <br />their place of employment. As you will recall, DeBace had requested an exemption given <br />that a refuse hauler employs him and his employer provides free pick up for their <br />employees. The Council's concern was in allowing additional garbage trucks on City <br />streets. Mr. DeBace indicated that he was interested in an exemption even if it meant <br />hauling his refuse to his place of employment. The ordinance draft has been modified <br />accordingly. <br />You will note that the attached ordinance also addresses exemptions for employees of <br />refuse haulers when their employer is the one assigned by the City to the resident's <br />collection area. <br />We are also proposing that pick -up at the employee's residence would be allowed if it is <br />the hauler assigned by the City to their current address. Lastly, we clarified that <br />exemptions 1 and 3 must be applied for at our offices. For administrative efficiency and <br />customer convenience, we are proposing that exemption 2 be done directly with the <br />haulers. The haulers are to provide us with a log of these exemptions. <br />Staff would recommend adoption of the proposed ordinance amendment attached.
