Hanson, City Administrator <br />DATE: March 13, 2000 <br />RE: Joint Powers Agreement with the City of Vadnais Heights <br />Attached is a proposed Joint Powers Agreement with the City of Vadnais Heights relative <br />to the Twin Lake Pines Addition. The key components of this agreement are as follows: <br />* Pratt Homes has agreed to donate $12,200 for future trail construction along <br />Vadnais Blvd. This is their estimate of the costs they would have incurred within <br />the subdivision to construct a path along Twin Lake Court. <br />* Vadnais Heights has agreed to aggressively attack the installation of a looped <br />water system to serve this area by the year 2001 to facilitate Little Canada's <br />reconstruction of streets in the Twin Lake Road /Twin Lake Trail neighborhood. <br />* Lots 1, 2, and 3 are in the City of Vadnais Heights and Vadnais Heights will <br />have jurisdiction over these lots. The remaining lots are located in Little Canada <br />with our City retaining jurisdiction. <br />* Each municipality will bill the other's residents for its respective utilities. Even <br />though this means property owners will get two bills, it will be easier in the long <br />run given the different rate structures each city operates under. <br />Should you have any questions regarding the Joint Powers Agreement, please contact me. <br />I will be prepared to discuss the Agreement in detail at Wednesday's meeting. <br />page 158 <br />
