MINUTES PLANNING COMMISSION FEBRUARY 10, 2000 Knudsen recommended approval of the Masterpiece Homes townhome concept for the northeast corner of Little Canada Road and Jackson Street subject to compliance with the recommendations of the City Planner and City Engineer as well as recommends approval of the vacation of the eastern 5 feet of the Jackson Street right -of -way. Motion seconded by Carson. Motion carried 6 — 0. PROPERTY Preferred Builders appeared before the Commission requesting DIVISION — approval of the division of property at 3240 Twin Lake Road into 3240 TWIN three single- family residential lots. LAKE ROAD The City Planner pointed out that the proposed lots meet minimum size requirements. The Planner pointed out that last summer the City was presented with a concept development for a plat of four to five lots on this same property. At that time there was discussion of the improvement of Mitchell Trail to provide access to these lots as well as the Klidzejs property to the north. The property owners to the north did not support the improvement of Mitchell Trail. The Planner also noted that the improvement of Mitchell Trail would be an expensive improvement for the limited number of lots that it would serve. Knudsen questioned whether Mitchell Trail would ever be improved if this property division were approved. The City Planner reviewed the history of the Klidzej property division and the easement that was taken for driveway access on the southern portion of the Klidzej lots. He then reported that when the Mitchell property was later subdivided, the City took right -of -way for Mitchell Trail. The Planner pointed out that the three lots now being proposed for the Mitchell property are proposed to directly access Twin Lake Road and Twin Lake Trail. The existing house on Tract B has been removed, and three new single- family homes are proposed. Montour asked if there were utilities going down Mitchell Trial. The Public Works Director reported that there is a sanitary sewer line that runs down Mitchell Trail to the lake. The line then runs along the lake at the back of the lots that abut the lake.
