Green Co'npany <br />CONSULTING ENGINEERS <br />February 4 2000 <br />File: 808750J -0060 <br />Mr. Joel Hanson <br />City Administrator <br />City of Little Canada <br />515 Little Canada Road <br />Little Canada, MN 55117 <br />RE: LITTLE CANADA ROAD IMPROVEMENTS <br />AMENDMENT TO FEASIBILITY REPORT <br />Dear Mr. Hanson: <br />As we have proceeded with the Little Canada Road project and it has been become apparent <br />that there should be a minor amendment to the Ramsey County Public Works Department <br />feasibility report dated October, 1999. This correspondence is intended to amend that report by <br />slightly revising the cost estimate and discussing the assessment and County funding for the <br />project. <br />The County feasibility estimate of construction costs omitted two important items. One was the <br />upgrading of the railroad crossing on Little Canada Road and the second one was the repair <br />and /or replacement of some of the sanitary sewer along Little Canada Road. Adjusting the <br />construction cost to include these items the new total project cost should be as follows: <br />Estimated Total Construction cost $1,856,100.00 <br />Overhead (City administration, engineering, fiscal and legal) $ 593,900.00 <br />Total estimated project cost $ 2,450,00.00 <br />It is anticipated that the County will participate in the funding of this project at a level of <br />$972,174.00. This is made up of their portion of the construction cost based on the County cost <br />participation policy and a percentage of the engineering cost based on their construction cost <br />responsibility. <br />It is proposed to assess a portion of the construction to the abutting properties. The <br />assessment rate is proposed at the commercial rate of $80.00 per front foot. For those <br />properties that are currently a residential use, the difference between the commercial rate of <br />$80.00 per foot and the maximum residential rate at $45.00 per foot would be deferred until <br />such time that the use of the property intensifies. It is estimated that there is 6,163.79 <br />assessable front feet. At $80.00 per foot the total assessment would be $493,103.20. Of the <br />6,163.79 total assessable front feet 851.52 are owned by the City of Little Canada.
