February 3, 2000 Commissioner Jan Parker Wiessner Ramsey County Board of Commissioners 15 West Kellogg Boulevard Suite 220 St. Paul, MN 55102 EHLERS & A S S O C I A T E S I N C cc: Mary Ippel, Briggs and Morgan Joel Hanson, City of Little Canada RE: City of Little Canada, Minnesota Proposed Modification of Tax Increment Financing District No. 3 -2 Dear Commissioner Parker Wiessner: The Minnesota Tax Increment Financing Act requires that prior to the modification of a tax increment financing plan for a redevelopment tax increment district, the City must notify the County Board member representing the affected area at least 30 days prior to publishing the notice of public hearing. Please note that the City will be forwarding a copy of the proposed tax increment financing plan modifications to the entire county board by February 29, 2000. This letter is simply a notice to you individually, as required by the Act. The modification of District No. 3 -2 (a redevelopment tax increment financing district) will enable the City of Little Canada to add 4 parcels to the District, identify additional parcels for acquisition and modify the budget. The location of District No. 3 -2 is within Redevelopment Project Area No. 1 as indicated on the attached map. The additional parcels to be added to District No. 3 -2 (subject to change prior to the public hearing) are also indicated on the map. The City is proposing a modification to the budget for District No. 3 -2 which may include land acquisition, demolition, and relocation, public improvements, site preparation, interest, and administrative costs. These modifications will allow for the redevelopment of these parcels with 21 units of new housing development. No additional debt will result from these modifications. The modifications do not extend the life of the TIF District. We would like to solicit your comments and offer to meet with you at your convenience if you so desire. In addition, we invite you to attend the public hearing on the modification of Redevelopment Project Area No. 1 and the modification of District No. 3 -2 on March 22, 2000, at approximately 7:30 pm, or to direct any comments or questions that you may have to Joel Hanson, City of Little Canada at (651) 484 -2177 or to myself at (651) 697- 8506.
