DRAFT <br />LEGISLATIVE PRIORITIES /ISSUES <br />Right -Of -Way Management <br />See LE -22. Uphold local authority to manage and protect the public rights -of- <br />way. <br />Telecommunications Restructuring <br />See LE -29. Uphold local authority over cable franchise provisions such as <br />collection, retention, and use of franchise fees for PED access, etc. <br />Election Issues <br />See SD -6. Local Election Authority. The Legislature should oppose further <br />limits on either the number of length of terms city election officials may serve. <br />State policy on uniform elections should continue to recognize and uphold local <br />authority to schedule city elections in November of either even- or odd - numbered <br />years. <br />See LE -28 Counting of Write -In Votes. There should be no requirement to <br />tabulate or report write -in votes for fictional or celebrity write -in candidates who <br />have not officially declared their interest in seeking office. Election judges <br />should be required only to list the name of each undeclared write -in candidate <br />they received more than 5 percent of votes cast in the precinct. <br />Reconciling Election Results. The Legislature should repeal the requirement that <br />election officials must re -feed all ballots through the ballot counter when the <br />number of ballots cast as tabulated by the counter exceed the number of <br />signatures in the rosters after randomly removing the appropriate number of <br />excess ballots. <br />Sales Tax on Local Government Purchases <br />See FF -5. The state should reinstate the sales tax exemption for all local <br />government purchases. <br />
