MINUTES <br />PLANNING COMMISSION <br />DECEMBER 9, 1999 <br />wait for a day or two until replacement parts are received. The <br />storage of vehicles would be screened. <br />Keis asked about compliance with the recommendations of the <br />Zoning Administrator for cleaning up the property. <br />Petersen reported that they are agreeable to all the conditions <br />recommended. However, they did have an issue with the 30 <br />required parking spaces, and felt this number was excessive for <br />their needs. <br />The Zoning Administrator pointed out that the recommendation is <br />based on the City's ordinance for an auto - related business, which <br />uses both the use and the size of the building in determining <br />required parking. The applicant has the option of going through <br />the proof -of- parking process as provided by Code. <br />The City Planner reported that parking requirements for auto - <br />related businesses are based on the past experience that the City <br />has had with these types of businesses. The proof -of- parking <br />process could reduce the requirement, while retaining the City's <br />ability to impose full requirements in the future if the need for the <br />additional parking becomes apparent. However, proof -of- parking <br />process requires application for a CUP. <br />Peterson noted that all the parking of their vehicles for sale will <br />occur in the storage area and not in the required parking area. <br />There are currently five employees of the business. Therefore, five <br />spaces would be required for these employees as well as some <br />additional for customers, delivery vehicles, etc. Peterson <br />suggested that the 14 paved parking spaces that already exist on <br />the site would be more than adequate. <br />Kraemer asked about compliance with the recommendations of the <br />City Planner and Zoning Administrator. Lori Peterson reported <br />that some of the issues will be addressed by Valor Enterprises and <br />some will be addressed by Dan Sebesta, who currently has a <br />contract - for -deed on the property. Peterson reported that Mr. <br />Sebesta has already made efforts to clean up the site and is <br />continuing to do so. <br />The Commission decided to first act on the Conditional Use Permit <br />for the open and outdoor storage. <br />Page 9 <br />
