Minnesota <br />Loucks Project No. 99 -156 <br />Dear Mr. Hanson: <br />On behalf of the developer, RI Marco Construction, Inc., we are submitting the Preliminary Plans of the <br />Rice Street Car Wash, for: <br />• Rezoning from B -3 to B -4 <br />Conditional Use Permit for auto service <br />> Conditional Use Permit for multi tenant signage <br />i Variance for rear building setback <br />> Preliminary plat for two lots and one outlot <br />> Architectural review <br />The existing property uses on Rice Street consist of a self -serve car wash and a vacant concrete block <br />building. The rear of the site contains a gravel area and metal shed. The south portion of the site is a <br />wetland. The existing buildings and other uses will be razed from the site. <br />The proposed project will consist of a 7,440 square foot Goodyear Auto Service Center and a 7,544 <br />square foot strip retail space with three separate uses. The project will combine and improve several <br />parcels of land with varied uses into a multi tenant retail strip center. <br />Rezoning of the parcel will allow the proposed use, which is in conformance with, and will not be <br />injurious to the surrounding area. <br />Conditional Use Permits for auto service and multi tenant signage will allow the proposed uses, which are <br />in conformance with, and will not be injurious to the surrounding area. <br />The variance request for rear building setback is necessary at the north end of the site where the property <br />narrows. This constraint on the property is due to the 17 right of way dedication required by the Ramsey <br />County. The variance will leave room for the building, drive aisle and one row of parking.
