MINUTES <br />CITY COUNCIL <br />DECEMBER 15, 1999 <br />LICENSE <br />RENEWAL — <br />LINCOLN <br />PAWN & <br />JEWELRY <br />CUP — <br />3151 COUNTRY <br />DRIVE — <br />COSTANZO <br />Tea <br />Mayor Fahey opened the Public Hearing to consider renewal of the <br />Pawn Brokers License and Second Hand Goods Dealers License for <br />Lincoln Pawn & Jewelry located at 2750 Rice Street. It was noted <br />that the Sheriff's Department has presented a favorable report on <br />Lincoln Pawn & Jewelry. <br />There was no one from the general public present wishing to comment on <br />this matter. <br />Upon motion by LaValle, seconded by Morelan, the public hearing was <br />closed. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 99 -12 -253 — APPROVING THE RENEWAL OF <br />PAWN BROKERS LICENSE AND SECOND HAND GOODS <br />DEALERS LICENSE FOR LINCOLN PAWN & JEWELRY <br />LOCATED AT 2750 RICE STREET FOR THE LICENSE PERIOD <br />JANUARY 1, 2000 THROUGH DECEMBER 31, 2000 <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (5) LaValle, Morelan, Pedersen, Fahey, Scalze. <br />Nays (0). Resolution declared adopted. <br />Fahey opened the continuation of Public Hearing to consider the <br />application for Conditional Use Permit for open and outdoor storage of <br />materials and equipment as an accessory use at 3151 Country Drive <br />as requested by Carl Costanzo and Pat Peterson of Peterson Maintenance. <br />Fahey noted the recommendation of the Planning Commission. <br />Carl Costanzo appeared before the Council and requested that action on <br />his application be tabled for 30 days. Costanzo indicated that there is an <br />issue with the location of the utilities. He also indicated that Pat Peterson <br />is not the fee owner of the property, and he needs time to look into issues <br />related to the legal title of the property. <br />The City Administrator reported that the issue of private utilities on this <br />property does not impact the need for paving of the required parking. The <br />Zoning Administrator noted that the County's records show Peterson <br />Maintenance as the fee owner of the property. She also mentioned that it <br />is her understanding from Mr. Costanzo that there is a contract - for -deed <br />on the property, however, that contract has not been recorded. <br />Page 48 <br />
