Hanson <br />Email: cityhall@ci.little-canada.mn.us <br />TO: Mayor & City Council Members <br />FROM: Elizabeth Mursko, Zoning Administrator / Code Enforcement Officer <br />DATE: January 10, 2000 <br />RE: Update 3101 Spruce Street CUP <br />As discussed at the November 10, 1999 Council meeting, the Zoning Administrator <br />reviewed the 1991 street improvements in Ryan Industrial Park to determine whether <br />the streets surface -line is centered in relation to the right -of -way. The sixty (60) foot <br />right -of -way (30 feet paved) appears to be centered in this area. <br />The applicant has submitted a new site plan reflecting eighty -three parking spaces that <br />meet the required parking lot setbacks both from the surface of the street and property <br />lines. The City Council will have to make a final determination as to whether seventy - <br />nine (79) parking spaces are adequate for this property as indicated in the "Other Uses" <br />parking classification guideline. It is the Zoning Administrator's recommendation that <br />seventy nine (79) parking spaces is adequate for this property based on the number of <br />employee's and building use. <br />The fire hydrant location and access issues have been discussed and resolved to meet <br />Uniform Fire Code guidelines and the Public Works Director's concerns regarding snow <br />removal and hydrant access and protection (see memo dated November 9, 1999). <br />The applicant has agreed to be the responsible party for snow removal along the street <br />frontage (planter areas) as reflected in his letter dated November 8, 1999. <br />RECOMMENDATION <br />Based on the information discussed in the January 4, 2000 Updated Planning Report, <br />staff recommends approval of the proposed conditional use permit (CUP) application for <br />an exterior storage as an accessory use provided the following conditions are met: <br />Page 51 <br />
