Fence and Screening Requirements <br />The site plan shows a chain -link fence established surrounding the storage area. The <br />chain link fence with slats meets zoning code screening requirements. <br />Storage Area Surfacing <br />The surfacing material for the storage area is blacktop. <br />Off- Street Parking Requirements <br />The zoning ordinance requires the off - street parking area of five (5) or more vehicles <br />including associated drives to be paved with but not limited to, asphalt, bituminous or <br />concrete in order to control dust and drainage. This property has two parking categories: <br />Office: Three (3) required (3) <br />One (1) space per 200 sq. ft. (8) <br />Other Use: Transportation Terminal Sixty (60) employee's (60) <br />Bus Repair Employees (8) <br />Total required parking spaces for property: 79 parking spaces <br />The "Other Uses" category is used in this case as the use is not specifically mentioned in <br />the zoning code and is determined on an individual basis by the City Council. Factors to <br />be considered in such determinations include: size of building, type of use, number of <br />employees, expected volume an turnover of customer traffic and expected frequency and <br />number of delivery or service vehicles. City staff has included size of building, type of use, <br />and number of employees in the above - mentioned calculations. The site plan shows <br />eighty -three (83) parking spaces in the front and side yard. <br />All required off- street parking areas must have at least a fifteen (15) foot landscaping <br />setback from the street surface. This property shows a fifteen (15) foot setback of <br />landscaping materials consisting of five (5) sixteen (16) inch high landscape block <br />structures. The planters are located three (3) feet from the street surface. The zoning <br />ordinance does not provide for landscape block structures in the public right -of -way. It <br />permits the establishment of grass areas in the public right -of -way. <br />A fire hydrant that services the local area is located within one of the landscape structures. <br />Fire code states that there should be no obstruction within three (3) feet of a fire hydrant. <br />Each property is allowed one (1) curb cut access for each one - hundred twenty -five (125) <br />feet of street frontage. The City Engineer recommends that the curb -cut access points be <br />reduced to a maximum of two (2) and in addition the width of the access points should be <br />not greater than thirty -two (32) feet for each of the public street access points.
