Hanson <br />www. ci.little- canada.mn.us <br />MEMORANDUM <br />TO: Mayor Blesener & Members of City Council <br />FROM: Bill Dircks, Public Works Superintendent <br />DATE: July 20, 2012 <br />RE: Mitchell Trail Easement <br />At the July 12, 2012 Planning Commission meeting it was reported that the pavement <br />along the Mitchell Trail had been dented by heavy equipment used by the City for <br />maintenance of the sewer and water lines along the easement. The driveway was <br />inspected and maintenance records were checked to see how many times City equipment <br />has been on the driveway. Our records go back to 1986 and since that time the City has <br />had a large sewer maintenance truck on the driveway six times — 1986, 1997, 2001, 2007, <br />2009, and 2012. There may be one additional instance when the City had a large truck on <br />the easement but was not recorded. The City does not drive large vehicles to access the <br />water flush pipe that was installed in 2004. <br />It is not known how old the driveway is but it is believed to be over twenty years old and <br />the wear and tear is typical of a driveway that age. Even standard cars and trucks will <br />dent and crack driveways after enough time. The base under the asphalt may not be <br />adequate. There are pictures attached of the Mitchell Trail driveway. There are also <br />pictures attached of a driveway at least as old as the Mitchell driveway that has never had <br />any large equipment on it. The driveways are in very similar condition. It is unlikely <br />that a large vehicle on the driveway six or seven times over a span of 26 years would be <br />the sole cause of the current condition of driveway. <br />
