MINUTES <br />PLANNING COMMISSION <br />JULY 8, 1999 <br />The Zoning Administrator indicated that there are a lot of car parts <br />and clips of cars stored on the site. These have been requested to <br />be removed and are not recommended to be included in the CUP. <br />The recommendation is that the property be allowed to have <br />storage for six vehicles. <br />Steve Carlson explained that his business recycles late model <br />automobiles. These are cars written off by insurance companies. <br />His business buys these cars, finds clips of cars to match the <br />damaged area and uses these parts to repair the vehicle. Carlson <br />indicated that the outdoor storage of these clips of cars is a <br />necessary part of his business. <br />TheIZoning Administrator pointed out that the Code does not allow <br />for the outdoor storage of junk vehicles. <br />Carlson indicated that there is a lot of junk on the property and that <br />is being cleaned up to make the property look more appealing. <br />However, the storage of car clips is a necessary part of his business <br />that, again, is the rebuilding of late model automobiles. <br />The Zoning Administrator again pointed out that the site plan <br />submitted shows required parking in the side yard. Therefore, <br />there can be no open and outdoor storage in that side yard. <br />Knudsen reiterated the nature of Carlson's business, and indicated <br />that while he would like to be sensitive to the needs of the <br />business, when he viewed the property, he saw a lot of junk cars. <br />The Zoning Administrator indicated that the City Code will not <br />allow the exterior storage of car parts. If Carlson needs to use <br />parts in his business, then they must be stored inside. Salvage <br />yards are not allowed in the City. <br />Keis commented on the nature of the business noting that there <br />appears to be large portions of vehicles and /or parts that are left <br />over when a car is rebuilt. Carlson reported that he has a scrap <br />hauler that will haul away the piece which are not useful. If there <br />are usable parts, however, these are not discarded. <br />Duray pointed out that these usable parts cannot be stored <br />outdoors, but could be stored in a building. <br />page 123 <br />
