Fence and Screening Requirements The site plan shows a chain link fence has been established on this property in the rear yard. The front of the fence facing the public right -of -way must be slatted to meet the screening requirements. The site plan also indicates that a trash enclosure will be established on the north side of the property. This is permitted in this zoning district if it is fully screened from the pubic right -of -way. Storage Area Surfacing The proposed storage area does not appear to be surfaced with an allowable material to control dust and drainage (grass). The proposed site plan indicates that a Class V material will be established in this area. Off - Street Parking Requirements The zoning ordinance requires the off - street parking area of five (5) or more vehicles including associated drives to be paved with but not limited to, asphalt, bituminous or concrete in order to control dust and drainage. This property has two parking categories: Warehouse /Storage: Office: 1 space per 1,000 sq. ft. (3) Plus (1) space per employee (6) Plus (1) space per company truck (0) Required parking spaces: 9 3 spaces Plus at least one (1) space for each 200 sq. ft. of floor area. (3) Required parking spaces: 6 Total required parking spaces for property: 15 parking spaces The site plan shows four (7) parking spaces in the front yard, three (3) in the side yard and the remaining five (5) in the rear yard. The applicant is proposing to blacktop the front and side yard parking areas including the associated drives. The applicant is requesting that the rear parking area be surfaced with a Class V material due to soil conditions in the rear yard. RECOMMENDATION Based on the information discussed in this report, staff recommends approval of the proposed conditional use permit (CUP) application for an exterior storage principal use of construction equipment and materials as mentioned in this report which must be stored in PAGE 129
