identified more precisely by the applicant. The City Engineer and Public Works Director <br />have a number of concerns with both the grading and utility provision. Some of the <br />grading issues are discussed above. Utility issues include location and access to the <br />sanitary sewer, which is proposed to be installed along the lake side of the buildings. Its <br />preferred location would be in the parking lot area. <br />Finally, the extensive development of the site, with rambler -style buildings and surface <br />parking maximizes the impact of the development on the landscape. Almost all of the <br />existing trees would be removed to accommodate the extensive grading, including several <br />along the Lakeshore which are to remain untouched. <br />Staff recommends tabling action on the Preliminary Plat and and PUD request and <br />encourages the applicant to consider an alternative design. Factors which should be <br />considered include adherance to all zoning standards at a minimum.
