MINUTES <br />CITY COUNCIL <br />JUNE 28, 1995 <br />himself if they could be of any service to the City. <br />ST.. PADL The City Administrator reported that he discussed the <br />WATER DEPT. proposed zoning changes with the St. Paul Water <br />PROPERTY Department for properties they are planning to sell <br />along Rice Street as well as Spruce Street, and those <br />changes are acceptable to them. The Water Department <br />also indicated that a trail around the pond area did <br />not pose any great concerns, however, the Water <br />Department does not control all of that property. The <br />Water Department has indicated they will have legal <br />descriptions put together for the two site they are <br />planning to sell, and will forward that information to <br />the City. <br />The City Planner reported that should the City rezone a <br />property to Planned Unit Development, the land use of <br />the site is controlled through the land use plan in the <br />Comprehensive Plan. The PUD zone is utilized to allow <br />some flexibility in the zoning standards versus a <br />specific zoning district. Once a property is zoned <br />PUD, the City states the land use that would <br />potentially be allowed in the Comp Plan. The Planner <br />noted that the PUD zone assures the City control of <br />design standards for any development that might be <br />proposed. <br />Morelan asked if the property should be rezoned now or <br />as part of completion the Comp Plan update. <br />The City Planner noted that the current Comp Plan shows <br />the property as open space since it was not <br />contemplated that the Water Department would ever do <br />anything with the property. The Planner also pointed <br />out that completion of the Rice Street Study may <br />provide additional information for the Council to <br />consider. <br />Morelan pointed out that the Board of Water <br />Commissioners could sell the property, and a developer <br />could propose a B -3 use that the City is not prepared <br />to accept. <br />Scalze noted that the Planning Commission recommended <br />PUD zoning with an office development designation for <br />- the site on Rice Street and PUD with an I -P land use <br />designation for the site on Spruce Street. <br />Morelan also pointed out that the site could be sold <br />and subdivided.
