MINUTES <br />CITY COUNCIL <br />OCTOBER 22, 1997 <br />obtained now or from the County at a later date after the Water <br />Department transfers title of the wetland area to the County. <br />Mr. Morelan introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 97-10-251 — APPROVING THE PRELIMINARY <br />AND FINAL PLAT OF THE ST. PAUL WATER DEPARTMENT <br />PROPERTY AS PRESENTED SUBJECT TO COMPLIANCE WITH <br />THE RECOMMENDATIONS OF THE CITY PLANNER AND CITY <br />ENGINEER AND SUBJECT TO RESOLUTION OF THE ISSUE OF <br />TRAIL ACCESS ALONG THE WETLAND PORTION OF THE <br />PROPERTY <br />The foregoing resolution was duly seconded by LaVaile. <br />Ayes (5) Morelan, LaVaile, Pedersen, Scalze, Morelan. <br />Nays (0). Resolution declared adopted. <br />REZONING Fahey opened the public hearing to consider the rezoning of the St. Paul <br />OF ST. PAUL Water Department property from General Business (B -3) to Planned Unit <br />WATER Development (PUD). The Planning Commission recommended in favor <br />DEPARTMENT of the rezoning. <br />PROPERTY <br />Frank Frattalone, purchaser of the Spruce Street site owned by the Water <br />Department, indicated that he was in favor of the rezoning to Planned Unit <br />Development. <br />It was pointed out that the rezoning is proposed for both the Spruce Street <br />site and the Rice Street site owned by the Water Department. The City <br />Planner noted that previous discussions by the City Council in considering <br />the Comp Plan amendment indicated that PUD zoning would be <br />appropriate. <br />Bill Tschida, St. Paul Water Department, indicated that they had no <br />objection to the rezoning of both sites to PUD. <br />The Planner pointed out that a PUD zoning would open the property to <br />uses beyond B -3. However, the City would have much more site control <br />based on the Land Use Plan. <br />There was no one from the general public present wishing to comment on <br />this matter. <br />Upon motion by LaVaile, seconded by Pedersen, the public hearing was <br />ciosed. <br />PAGE 13 <br />
