JUL -13 -1999 13:48 NRC NFAC MEMORANDUM 612 595 9837 P.02/03 NORTHWEST ASSOCIATED CONSULTANTS COMMUNITY PLANNING - DESIGN - MARKET RESEARCH TO: Little Canada Mayor and City Council FROM: Stephen Grittman DATE; July 13, 1999 RE: Little Canada - DaVem Office PUD FILE NO: 758.09 - 99.15 DaVem, the developer of the proposed "town- office" project on Rice Street, has requested an approval of its development stage PUD and Preliminary Plat. The Planning Commission recommended approval of the project with several conditions, based on the developer's description of changes which were proposed to the submitted plans. Staff has met to discuss the project, and a number of concerns have been raised with the information which has been presented, and which has yet to be presented. These concerns are summarized below. 1. The developer has described the office buildings as "walk -out" buildings - access from the parking lot on the upper level, and access to the pond side on the lower level. However, no elevators are proposed, and staff is concerned about the use of the lower floors due to ADA accessibility requirements. 2. The building description also raises issues with the parking supply. There would appear to be significantly inadequate parking for this number of buildings if they are to be two -level structures. Without additional detail on the building plans, this calculation can not be accurately made. 3. If the buildings are not to be used on two levels, staff Is concerned about the view of the buildings from the lake. They would be two level structures, but the lower level would then seem to be only a blank support wall for the upper usable level.
