Open & Outdoor Exterior Storage (Accessory Usel <br />The applicant is requesting a new use of open and outdoor storage of equipment on the <br />eastern side of the property as indicated on the site plan. The zoning ordinance does <br />not allow exterior storage in the required front yard except by variance. This property <br />will have to meet the required front yard setback of forty (40) feet for the placement of <br />exterior storage as it does not meet any variance criteria. <br />The zoning ordinance allows for exterior storage of trucks and equipment to be stored in <br />the side or rear yards by conditional use permit (CUP). The open and outdoor storage <br />of equipment may encroach into the required side and rear yard setback, and in no case <br />shall equipment be located closer than 10 feet to a rear yard or side yard lot line. <br />(903.020.D.3) <br />The comprehensive land use plan targets this area for future low- density residential <br />use. Due to the high visibility of this site, the outside storage of equipment must be fully <br />screened, strictly limited as the comprehensive plan encourages an aesthetically <br />pleasing environment free from excessive outdoor storage, and landscaped to eliminate <br />any visual impact. The applicants should be encouraged to integrate the facility with <br />natural features of the land to provide an attractive appearance. <br />Open and outdoor storage as a principal or accessory use is permitted with a <br />conditional use permit within the 1 -1 zone provided the following conditions are met: <br />1. The area is fenced and screened from view of neighboring residential uses or if <br />abutting an "R" District in compliance with Section 903.020.G. <br />2. The outdoor storage is fully screened from view from the public right -of -way in <br />compliance with Section 903.020.G. <br />3. All fences and walls shall be constructed and maintained in accordance with the <br />requirements of Section 903.020.F.4. <br />4. Business and Industrial District security fences require a building permit and a <br />land survey establishing true boundary lines and must be completed by a <br />Registered Land Surveyor and submitted to the City's Building Official. <br />5. The storage area must be paved with asphalt, concrete, or other material <br />approved by the City Council. <br />6. All lighting shall be hooded and so directed that the light source shall not be <br />visible from the public right -of -way or from neighboring residences and shall be in <br />compliance with Section 903.020.1. <br />7. The storage area shall not take up parking space as required for conformity in <br />the zoning ordinance. <br />Fence and Screening Requirements <br />The site plan shows that a chain link boundary line fence that will be constructed with <br />slats to screen the exterior storage of equipment.
