MINUTES <br />CITY COUNCIL <br />JULY 14, 1999 <br />CUP - <br />3176 SPRUCE <br />STREET - <br />DON VALENTO <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (5) LaValle, Fahey, Morelan, Pedersen, Scalze. <br />Nays (0). Resolution declared adopted. <br />Mayor Fahey opened the public hearing to consider the Conditional Use <br />Permit for open and outdoor storage of equipment, materials, and car <br />storage (including car body components and various auto parts) as an <br />accessory use at 3176 Spruce Street owned by Don Valento. The Planning <br />Commission recommended approval subject to compliance with the <br />recommendations of the Zoning Administrator as contained in her report <br />dated June 28, 1999. <br />Don Valento reported on the nature of the business at 3176 Spruce Street <br />that rebuilds and recycles damaged vehicles. Valento reported that clips <br />of cars are needed to make major repairs on severely damaged vehicles. <br />These clips are very valuable, often large with excess parts. The excess <br />parts are saved and used in other repairs. Valento reported that the <br />business will not work if it is limited to having a maximum of six clips of <br />cars on the site as recommended by the Zoning Administrator. <br />Valento reported that they are in the process of cleaning up the property. <br />They are removing approximately four inches of black dirt and clearing <br />the yard of weeds. Rock will then be put down as a surface materials for <br />the outdoor storage yard. Junk vehicles and parts are also being removed. <br />Valento reported that it is their intention to keep the property orderly in <br />the future. <br />Valento again indicated that Steve Carlson, owner of Benchmark Auto, <br />needs to be able to store clips of cars on the property, otherwise his <br />business will not work on this site. Valento reported that Benchmark Auto <br />has been in business in this location for approximately 18 years, and he <br />would like to retain them as a tenant on the property. <br />Valento felt that the requirement of 25 parking spaces for this property <br />was excessive, and pointed out that there are five employees for the <br />businesses operating from the site. Valento suggested that the original site <br />plan showed 14 to 15 parking spaces. Valento did note that the building <br />that was constructed on the site differs from the site plan submitted by Art <br />Ryan and approved by the Council. <br />Fahey suggested that he would also like to see the parking requirements <br />for this property as existed at the time it was developed. Fahey felt there <br />should be some rational basis for increasing parking requirements <br />dramatically. <br />Page 74 <br />
