P.02/02 <br />NORTHWEST ASSOCIATED CONSULTANTS <br />COMMUNITY PLANNING - DESIGN - MARKET RESEARCH <br />TO: Little Canada Mayor and City Council <br />FROM: Stephen Grittman <br />DATE: August 24, 1999 <br />RE: Little Canada - Buetow /Arcade Electric Rezoning <br />FILE NO: 758.10 <br />A question was raised regarding the possibility of considering a B -1, Limited Neighborhood <br />Business District on the Buetow /Arcade site, The allowable uses in the 8 -1 District are <br />similar in nature to the R -B District. The primary differences are that all commercial <br />activities in the R -B District require Conditional Use Permits, whereas the B -1 District <br />permits Barber shops, Beauty Parlors, Convenience Stores, and Laundromats as permitted <br />uses. Other 8 -1 commercial uses require Conditional Use Permits. <br />The other primary difference is that the R -B District allows residential uses which are not <br />allowed in the B -1 District. Since the land use plan for the site directs low density <br />residential uses, the B -1 would require a change to the plan language. The B -1 District <br />would zone out the possibility of residential re -use. Moreover, more active commercial <br />uses (such as convenience store) may be less compatible with the surrounding residential <br />neighborhood, given traffic, hours of operation, and lighting.
