As the Zoning Administrator tias noted in her report. the City's'method of •
calculating parking requirements changed in•1980, when the Ordinance went to a use -
based requirement, rather than adistrict -based requirement. The example given in that
report illustrates the problems with'a district -based standard, and no other ordinances that
I am aware of use that method any longer. •
We utilized three primary sources for our research. The first wasan American Planning
Association report which provides a quite.comprehensivesummary of parking ordinances
from around the country. As.mentioned above, all of the ordinances are use based. Some
rely on square footage of buildings,. arid sometely on employee counts. Little Canada's
ordinance utilizes a combination of the two, as do many other metro area ordinances.
Other ordinances which 'we' have on file.were also reviewed in summary to note if the
standards applied are significantly different, as a. whole, than the standards used by Little
. Canada. Finally, we utilized a study compiled by the institute of Transportation Engineers
which examined actual parking demand of various' uses.* The data in this report is
provided on square footage, and employee count's, Where applicable. Some of the TE
data is based. an. relatively few studies.
Finally, rather than review every land use for which the Ordinance has a requirement, we
chose a few uses which generate the most•common analysis, or Which have been the
• subject of the greatest concern. These uses are: Retail commercial; Off ice; Automotive
service; Storage; Manufacturing/Fabrication; and Residential:
5775 WAYZATA BOULEVARD.
