MINUTES <br />PLANNING COMMISSION <br />IEJLY 8, 1999 <br />PRELIMINARY <br />PLAT & <br />DEVELOPMENT <br />STAGE PUD — <br />DAVERN <br />CONSTRUCTION <br />Keis pointed out that the Code requires 15 parking spaces. These <br />spaces must be paved. He also indicated that he did not have a <br />preference for where these spaces are on the property. <br />Stanke asked how semi - trailer storage is different from the cargo <br />containers that are located all over the City. The City <br />Administrator indicated that the use is the same and that based on <br />Mr. Stanke's concerns, the City will look into this issue. <br />Keis informed Ducharme that the semi - trailers will have to be <br />removed, as will the stockpiles. All required parking will have to <br />be paved. It was pointed out that there is a December 31, 1999 <br />deadline for compliance. <br />Mr. Barraclough recommended approval of the Conditional Use <br />Permit for open and outdoor storage of construction equipment and <br />materials as a principal use for one business and open and outdoor <br />storage of equipment and materials as an accessory use for another <br />business for the property located at 3179 Spruce Street subject to <br />compliance with the recommendations of the Zoning <br />Administrator as outlined in her report dated June 28, 1999. <br />Motion seconded by Kraemer. <br />Motion carried 7 — 0. <br />Mr. Mike Black, Royal Oaks Realty representing DaVern <br />Construction, appeared before the Commission requesting <br />Preliminary Plat approval for Country Office Park consisting of <br />six three -unit townoffice buildings as well as Development Stage <br />PUD approval. Black began his presentation by describing the <br />elevations of the property. There is a 32 -foot difference in <br />elevation from Rice Street to the lake. There is a 12 -foot <br />difference in elevation from the northern portion of the site on Rice <br />Street to the southern end of the site. Sewer will be brought in to <br />service the development from Country Drive. <br />Black presented some revised development plans that address the <br />comments raised by the City Planner. He noted that units 16, 17, <br />and 18 have been pushed back so that they do not encroach into the <br />required 50 -foot setback to the lake. Sewer has been moved to the <br />front of the buildings. Retaining walls have been added at the back <br />of the property. Only necessary grading will occur with 15 feet <br />provided at the back of each building. The retaining wall will then <br />Page 36 <br />
